A chintzy shooter clone
I'm not going to get into that this makes use of a copyrighted character. Instead I think it's best to focus on originality.
Clones are only forgivable when they do something new or unique. Diddy Kong Racing was a clone of Mario Kart, sure, but in true Rare fashion they stepped it up a notch and added a whole bunch of stuff that Mario Kart didn't have, making it an excellent game in it's own right. However, simply applying a veneer to another game doesn't make it original or fun. In this case you've taken the Pac%u2022Man theme and applied it to a side-scrolling shooter.
That said, the shooter itself is heavily inferior to pretty much every commercial shooter I can think of. The gameplay is incredibly outdated: munch dots to score, collect rockets to blast enemies, which also scores. There are no levels or interesting worlds to travel through, just an endlessly cycling backdrop and the same gaggle of enemies assaulting you indefinitely until you die. There are no powerups (only ammo for a gun you have at the start), no extra lives (hit a ghost and start over), and no variety in gameplay at all. The backdrop's high contrast and rapid movement makes my eyes hurt.
I recommend picking up a copy of Gradius and just make a a perfect clone of it. Make sure you mimic every single feature, because learning how to do that will put you on the road to making a decent clone of your own. Being able to create a polished game is the first step to making games that are worth playing; once you can do that, focus on creating a unique game mechanic that separates your game from those you don't have permission to steal.
