the game definitely is a lot of fun,
the levels are also very well thought out, awarding you with free for all levels after having to do the more strategic levels that required more patience.

i really enjoy chain effect games especially those with violence but the civilians were just way too hard not to kill

Really fun game to play. The completionist in me wants to get every gold medal.

OVERKILL
I'm playing this way longer than I should. I'm going for the gold every level. This is really fun and needs NG MEDALS for gold-diggers like me.
Improvements:
A better idea for using civilians would be them ducking and sitting in a fetal position after my shot. That way it's still pretty challenging (but not insane) and it's convincing.
Speaking of realism, once I shot a civilian and he released some shots before he died. What are the odds?
