An interesting idea - I don't think I have seen many Rocket Power parodies here on Newgrounds, but I would say that this is likely because the show itself is so atrocious that it is a joke of all its own. Still, I think that a good parody now-and-then is always a good thing, even if the subject unintentionally makes fun of itself at every turn.
However, this particular Flash is noteworthy for actually managing to be more poorly-animated and nonsensical than the show it is trying to parody. Very few of the graphics were actually drawn by the artists and the animation was also very jerky and lackluster. For being put off for so long, I would imagine the KK could definitely come up with a much better movie to show everyone. It disappoints me that this movie made it through judgment, as this is the kind of Flash that would ordinarily get BLAMmed.
To improve this Flash movie, should you attempt to remake it, I would suggest drawing the characters instead of ripping them from pictures and animating them to an acceptable level of fluidity. The sound could also receive a touch-up, as aural parodies are often very lulz-worthy as well. The extras and "hentai" were arguably the funniest part of this movie, but I feel that you could have put so much more into it than a simple picture...adding sound and animating it would be much funnier than a subtle "lolwut" kind of deal.
Please try to improve your animation in future collaborations and submissions, as this will help you earn high marks on the Portal.
