This kind of humor isn't really for me, so I give a 5.
In terms of the technical aspects: I'm no expert animator, but I do know that when you animate someone's mouth you shouldn't always show the teeth. It made it seem like he was talking very weird. People do not talk by opening their mouth all the way (and it looked like you just looped the animation).

It was alright. The animations need some serious work, and why is Wesker showing his teeth every 5 seconds? You never show the teeth when you're trying to animate someone talking.. it looks really weird and I'm surprised you didnt notice while making it.. and for the whole process.. it seems very dull and there were literally no jokes in play at all...
It made me laugh...

not what i expected
although it is a parody, it wasn't amusing. for some parts, a smile crept across my face, but, it was long and dull to be enjoyable. the dialogue draged, same pitch no excitement, like watching paint dry in a cup. wesker's animation wasn't bad, but the others were weak (jill, leo, chris, and nemisis). the fodder on the bus had better animation then those 4.
it can be better, but, it isn't unwatchable.

Animation wasn't as good as it could have been. While you tried some jokes they didn't work too well. Nice try though.
