I think I get it
It's talking about opinions. The man appears to have mixed feelings, getting more confused and telling the people different opinions each time in order for them to follow the way he feels. But soon enough after his opinions change too much no one would bare to listen to him anymore, leaving him to stand while people ran in different directions.

It's a metaphor
The metaphor obviously being towards politics. It shows how easily people are swayed but once everyone swings one way people start to realize that an extreme is never the answer and the cycle begins anew.

Ah what's the point...
The more you change your mind the harder it is to convince people to change with you. Though you play the card of neutral by saying they where right about that and this is right about them...it's mainly you trying to make peace but end up making them choose one side or another. In result one person can change the minds of millions.....but change your mind too much and it will be harder and harder for people to change with you....that's what I see in this game... =/
