South Korea can view Newgrounds and I know this since I viewed it there...As for North Korea...You should know that you can't view shit there since you can't have anything...Not even cell phones. Though internet use is VERY LIMITED to mostly to officials...and even then you can't even really view any webpages except for the ones made by N. Korea. South Korea is very lenient about that kinda stuff anyways.
