Low...
Animation is somewhat not so bad (I mean walk cycle) but it's easy to do. Rag doll of car crash is low quality, especially for fact that it is an almost fully automated process. Blood (those were particles?) can be forgiven, because without high level dynamics engine like from Real Flow (or just Maya/XSI/Houdini) it's hard to do blood realistic. What is more, it's material could use some fresnel and maybe transparency? Models are really low-poly (even nowadays games have bigger polycount for character models) and textures are also too simple. Of course don't be offended. This is just my opinion and even if people like that in here you should know, by seeing high quality 3d cg stuff, that there is much to be done with your animation.
P.S. Plot isn't too clever and is not funny at all :-)

haha and i would never have guess the point of this video lol but next time i think il watch out for people with guns before looking both ways....and yeah i dont see why the cop would have shot the guy if he had just been ran over at quite a high speed?? but oh well still good :D
