Every well-meant suggestion below me, plus improve on the music and sound effects. Other than that, not bad.

It's okay but
I found the controls to be a bit clumsy.
Maybe use the up arrow for jumping and the spacebar for shooting.
cant say its bad but...
its an good game but like the guy below me need jump shooting
and another thing shorten bass's attacks its pretty easy to dodge but you need very good timing on shooting him so yeah fix those stuff
Needs Improvement
1.You should add the ability to jump while shooting.
2.You should add Megaman's dash.
3.You should add Megaman's signature charge shot,how could you forget that.
4.Restart button after you get a game over.
Not Bad
Pretty good for a 1st flash. Some minor improvements I could suggest:
Being able to shoot while jumping
Better collision detection, there were a few times when I fell through platforms
A restart button on the "GAME OVER" screen (Simple Fix)
You show a decent amount of promise for a new Flash artist. Keep up the good work, I'll keep an eye out for your future projects.
