Not too short for a 'thank you' animation, but it's true I would have liked a longer one, Metal Sonic's a die hard. You have the skill to make longer and good quality fight scenes, if you actually did some, I'm sure they would be awesome!
Good foundation, but needs improvement...
I'll just start by saying you character drawings are very good, as a young kid I used to read Sonic the Comic and that Metal Sonic looks the part. Unfortunately that's the only major compliment I can give you.
The animation is ok but could use a bit of spit and polish to make it smoother, specifically Sonic fighting and the arm movements. the background isn't very good and as it was the first thing on screen it's very noticeable. Rather than the lines I would have gone for a flat colour, a duller brown maybe just to blend.
Length isn't a problem, it's just you don't really have any "moments", when there are a lot to be had. For example, the transformation into Super Sonic could be played upon, as could the strikes to Metal Sonic, and some time making the big energy ball charge would be good.
Another problem is that, contrary to what you state, it isn't overly dramatic, if anything it's under dramatic, Sonic hits him three times, flies up, changes, delivers killing blow, flies away. a bit more two and fro might have been nice, so for example, Metal Sonic hurts Sonic, and in response he changes. As a final note, the end sequence was fine, but try spinning the background behind him rather than the object, it often looks better, and for the energy ball to decrease before the explosion might also be a nice idea.
Good start, it's only what, your fourth flash? So I wouldn't worry too much, plenty of time...
