The message is clear, which is good. I guess the next step would be to work with flash a bit more to better your art. With a bit more experience, you'll animate with a bit more fluidity and hopefully come up with a better art style. Good luck.

I remember thinking to myself while I was watching it, "If that font wasn't so interesting looking, I would've closed out of this text-based flash a long time ago."
For a completely text-based psa, this was basically informative, and you obviously worked hard on it until you thought it completed.
In the future:
Make sure you have your flash laid-out in such a way that you don't have to break-up words (like "Smok-Ing" in the end because it was running into the wall.)
That's literally my only criticism on this. In time, when you become more comfortable with flash, more visuals, backgrounds and layers should come with experience, so keep working; Don't stop!

If I wanted someone to preach about smoking and it's affects to me, I'd go and seek it out from a medical centre/hospital. DONT TELL PEOPLE WHAT AND WHAT NOT TO DO!!!! Also, dont ever submit anything on NG again. Your artwork is shockingly bad.

I like the choice of music, and you had some funny ideas in there. But you were a little lacking in the animation.
Perhaps you could improve by narrating it, and doing a Public Health announcement about it, if you know what I mean. Some more animation would be a plus too.
