the mysterious foe happens to be the legendary super sayan who was shown in DBZ Boudukai 3
you can only fight him if you play as vegeta and can only apear if you choose cooler to fight instead of freiza on planet namek
he wont apear on the first save but once it restarts with your same states you will find him at the end
when goku fights kid buu he will mention a energy comming from a source near the mountains
that will be him
make sure vegeta is strong and is around lvl 15
