How do u get town upgrades

Once you have tech level 2 (build a College) select a town and press the "build" button, and then build a city. Towns are the only things which can be "upgraded", and they get upgraded to cities.

Amazing
The first times I played it through I sucked but it was a lot easier after that. The game was great, I loved the events that popped up and the variety of governments and advisors. It could have been better was if there were a few more types of buildings or add ons, but it was still a great game overall.
