not bad at all
not bad, the graphics were good ( maybe because they're sprites?)
the sound wasn't to bad (Halo soundtrack?), no voilence (also no moving or killing?), good interactivity ( It was a scene creator so it's supposed to have interactivity, or?) ans the rest was good too.
Something new but needs a little more effort
Well I have never seen a Halo Scene Editor before, but this one isn't too good. Put a little more effort into this man. Better graphics would be good. More scenes. O and especially more room to place the characters. You could only put maybe a maximum of 8 people in the scene which would make sense.

if you could make them move or atleast plays as them in the stage that would be cool.

What is the merit in something like this? unless you made the sprites yourself. it's just an assemblage of a few of the most basic functions of flash, and a collection sprites. As a learning exercise that would never see the light of day it is okay.
I’d say ways to improve this, would be.
To improve the interface significantly, so every item is not present on screen the whole time. Because it clutters it up. And that would an opportunity to, create something worthwhile, if you made an interesting or creative way of organising the bits and pieces.
To make the scene the main focus of the movie, which, if I am getting the idea here is… the idea. This means to make it big, or central, or… something. And like another reviewer said make the sprites animated.
Because right now i'm guessing this was more fun for you to make than it is for me to look at.
