This was simply awesome! I love the megaman feel/look to it, as I am a fan of that videogame series. If this wasn't intentional, that's fine. I hope to see more of your work, especially if you make the sequal to this flash. As far as dubbing, there are people who would be more than happy to do that (myself being one of them). If you need a voice for a character, lemmie know!
