the girl sprite you were referring to , which goes by the name or yuri, was found on www.fightersgeneraion.com. a great fighting game based website.
the only thing i did to it was edit the animated gif to make it look like smoke actually ripped her shirt off her chest. by doing that i was able to easily immitate the infamous super bowl incident.
