I get what you mean about the fan made not being accurate in terms of power lvls. But it wouldn't matter if gotenks is lvl3 and Vegetto is lvl 1. Goku and Vegeta are much stronger than goten and trunks so they probably would win anyway. Their power in fusion was determined by their current pw lvl. So I would say you are accurate with this.
obviosly gotenks will win
or should anyway because he is a ssj 3 and veggeto is only ssj1 but still it was a nice movie
