For the first minute the song sounded like it was really going to go somewhere big. However, it just never went there. The little breakdown didn't really fit either.

A bit of nostalgia
This song as very good and reminded me of my childhood since it was one of the first anime I watched. I even used it in a video on YouTube. The only problem was that there was too much silence at the beginning and it was cut off a bit at the end.
Decent Mooniness
It's not too bad. You certainly have the main elements to make it into a solid techno feel (cymbols, lots of back beat, etc.). However, there isn't all that much that makes this song interesting. The part at 2:15 is pretty cool and you probably could've taken this somewhere if you were willing to break the main theme a bit. Also, I don't think the tempo breakdown at the end was really necessary. Maybe could you have kept the same tempo and just reduce the instrumentation like you did (which was good btw). If you *really* want to keep it in, I'd say try for more of a transition into it. The tape rewind sound is okay, but you could probably do better :p.
