Incredible!! I love the laugh... I'd give the advice that the body parts could be the last one to move up and down - there is one extra frame where the body actually moves one pixel to complete the movement, and it stands out to me personally, at least... It's natural for the limbs to "drag" after the body and not the opposite, I think... I love it though... Amazing colors... She is like a Homestuck troll!!

"Weird flex but ok"
I actually really like this, as it is quite stylish.
Blue and red can have some excellent contrast, and I think the backdrop has a balance of stylish detail and innocuous worldbuilding (at least modernish setting).
The Merch her self has a as solid outfit and a fittingly chaotic mismatched armor set which helps build a lot of character, even before her cackle.
The outline is a bold choice (heh) and I think you where right to use it to help with the definition, but I wonder about making it the same color of the energy that sparks off of her, so it has more of a quality of energy aura, though perfectly intense as is.
