The answer to the question is SO SIMPLE! GOD! Ruby is the hardest. I beat Emerald in about 10 seconds, with no cheats, nothing. Even using Gameshark with infinite Limits, etc., etc. I couldn't beat Ruby. And it's not like I didn't know how to beat Ruby, it's just that the whore is that damn hard. Now get over it.

As for you idiots arguing about which one would win. Here is some actual factsas far as the american release is concerned. Their Hp is over 1,000,000. The 8 beams attack does different amounts of damage depending on how strong your characters are, it can kill cloud with 9999 hp at level 99. Aire Tam is materia spelled backwards and would do no damage since ruby has none. Neither weapon is very dificult if properly done. With the underwater materia Emerald is grass. Ruby is easy enough so long as you don't use kotr alot. n my opinion Emerald would win howver. Ultima is the only thing Ruby could do to hurt emerald and every time Ultima is used on emerald he does that stupid smash attack. One more thing every character can take off 9999 at thier best so drop the "yuffie is the only character to use against the weapons" bullshit. Noon here said exactly that but it is all over the web and incredibly stupid.

Meh it was okay I guess. The ending was really lame. I still say Emerald is the easiest if you have atleast one Mega Elixer and 9999HP on Cloud.
Equip Cloud with only 2 Materia and make sure he is kept a full health. Then simply wait for Air Tam the voila! If you have Omni Slash his ass is so dead. Ruby however will eat you alive! Be afraid...Very Afraid 0___0;;

Well... I'll be honest. Rather comical but needs work. Who casted meteor? Oh well. Anyway, why don't you make a new version of that and let the viewer decide who wins. I know its cliche but this was kind of a downer lol.

emerald weapon is by far the hardest enemy in ff7 with over 1 MILLION HP and ruby weapon is just a pissover
