Excellent movie!
That was one of those treasure of Newgrounds. Don't know why it's rated so low, but that had realistic graphics with a well-done Sci-Fi plotline.

Didn't see any sort of plot in that. And do all citizens take part in riots shortly after black-outs? Don't cut off my electricity... or I will break store windows and loot goods... mostly electrical ones!!
