I took your advice and read up on the background of Plague City. It's good to see that your series actually has substance and a place to go; you didn't just jump into production.
Graphics and 'camerawork', as it were, are excellent. Backgrounds, although a little pixelated and blurred, are still looking very nice as well. I don't see any problem with the voices, I could understand them pretty well.
The mood and mise en scene of this flick was spectacular. Eerie, seemingly disjointed, deep, and twisted. Seems post-nuclear.
Anyways, good job; I'll keep an eye on you.

Although this does seem to be mostly style over substance, I see in you're comments that it'll all come together later on. Also try making the upcoming episodes a few more frames per second (like 25 fps or so), that way the animation will show more smoothly; it was a bit jumpy as is. Other than that it had really good atmosphere, especially for a cartoon.
By the way, was the main character the guy who was sitting down at the beginning or that one semi-demonic looking chick?
