you have a good start
try to not blend so much. IDK if your using corel painter or PS. But blending too much always makes it look at little too fake ( skin wise ). Also try to dipict the hair by more of a mass than drawing each strand. Pratice pratice :)

There's room to make this even better, which is why I have given an 8. As you said the hair is a bit lacking, and I agree with an earlier comment about making the hair more of a mass, rather than a bunch of strands which makes what should be neat hair seem quite messy. The best bits of this drawing is the clothes and the area around the eyes and glasses. They've been done extremely well and I can't imagine an improvement on them. The lighting is excellent, and so is the face in terms of proportion and the accuracy of the expression.
