i see what you're going for, i like the smear itself as a drawing but it's improperly used which makes the whole motion jitter. you might wanna look into WHY smears are used and when. not to say you cant use it, but it looks like a beginner learning about smears and applying it before understanding how to use it.

Smears most commonly try to emulate motion blur without the fuzziness of real life; it's placed in a gap, usually a single frame, where the motion travels or completes FASTER than a single frame(1/24th of a second) lasts on screen. Having only one smear, we're saying that drawing covers more distance per second than any other drawing in the animation.

So, when the character's head completes its journey, the smear going in the opposite direction should lead to a frame at the edge or slightly past the smear frame, but instead the following frame is on the other side of the smear. Essentially this smear is NOW saying that the character stops, recoils, THEN it bounces back to the starting position all in less than 1/24th of a second(well, it would if the drawing wasn't held for two frames which actually makes it more confusing). Our eyes don't follow this much information at that speed and so our brain tells us it jitters weird. Hope that helps!
