The title screen looks good, the rest doesnt.
The gameplay is much to luck based. It needs a strategic component... Maybe instead of getting money, you could get materials to craft some items to getting more money, or harvest more effecient. Dunno, needs some prototyping :,D
The relations between the lands like "a city is near a sea" should be displayed while playing - it confuses me.
Like the base idea of the game.

The player should be able to skip the Computer's turn. Other than that it's a pretty average-good game. It has a good idea, just needs development on graphics and dinamic gameplay
