The area of each item/person/car is way off...
The graphics, art and gameplay were all generally bad. The idea was decent, although you pulled it off wrong. Improve graphics, enemy spawning and AI, and difficulty. The enemies get too fast and spawn too much after a short amount of time and it gets pretty impossible. A good idea would be that security guard can get run over, security guards confiscate weed, etc.

Thanks for the feedback. Im still very new to flash this was the first game iv ever tried to make. But those are some great ideas
Hitboxes are fairly off.
Kinda fun. Keep it up. Make the story an option in the menu instead of mandatory.
If you put medals into this you'll get some better reviews.
Its difficult. But keep up the good work
