EDIT: Oops, sorry. It wasn't working there for a while. It's fixed now though.
Seems rushed
The graphics were decent, but I really disliked the background, which was crude.
I didn't like how there wasn't any music. It would be entertaining to have something nice that fits in with the Pico theme.
The variety of clothes was small, and kind of plain, and made the game less fun to play. The only things special were the Mario and Megaman hat, but that is pretty unoriginal. If you wanted to make Pico - Megaman, why didn't you include the full blue bodysuit with the buster?
I did like how the items "snapped on" to the part. Keep that next time.
There are a lot of things I have to suggest for this game: weapons (come on, it's Pico), somethings to do with Newgrounds, different hair styles, color changes, a great variety of shirts, the list goes on...
Well, you still have until the end of April for your Pico flash, and it wasn't the best decision to submit it this early when it still needed stuff to be fixed and added. But still, take more time on this and make this game more fun to play.

It was kind of rushed i didn't have much stuff because every item I added I had to make a new costume for Pico in my other game.
EDIT: I added a little bit of stuff, you can use the buster in Pico's Tax return instead of the pistol too.
