This is the Sequel to Pico's Hair Piece... it may make more sense with this portion or it may not... um...if you haven't seen Pico's Hair Piece yet then this will definetly not make sense... So according to your theory, Pico is 13? I think he is younger, but, I dissgress.
The previous part had a bit more of sense. It was longer and I think it was funnier. And, most of all, it actually featured Pico.
Maybe it's true that sequels are rarely as good as the original.
But, there is a third part. I think it's worth a try looking at it.
