Framerate
When people tell you you need to octuple your framerate they mean you need to add 7 frames between each frame, showing how a character got from one random place to the next random place. Not just to octuple the speed the frames play at. Just in case you were confused. The graphics were good from what little I could see before they dissapeared into thin air and reappeared somewhere else, but I'm not sure that any of the characters actually shifted position, such as moving arms or doing anything other than teleporting like spastic flash vomit. I'm sorry but I can't even give this a one. I've never handled a flash program in my life and I could probably make this in less than an hour.
I'm not saying you couldn't make this work, I'm just saying that you really need to look at the projects that have made it to newgrounds and use them as inspiration to improve your work.
