Well im a fan of the series and this really was as strong as any of the other ones. The main characters transformation into the PI was cool, i liked the hat you added onto him. The voice acting was what made this though and you use such a clear voice that there is no need for subtitles which is terrific. The backgrounds were also pretty detailed for all the scenes. Overall a nice twist on the usual japanimation guy flash, the only thing that was alittle annoying were the corny jokes.

Just some criticism.

First I want to say, good job, it was pretty good.
The humor was there, I'm sure many will like it.

But there are some things you need to work on. I could tell your drawing skills are actually pretty good, however you need to work on your actual animation skills.
Lip loops are alright, I use them alot, but they have to be a little more realistic. No just solid mouth opens. Experiment and figure out how to do them well, I generally use them for long lines from one person but make sure I finish the line syncing it, so it actually looks right.

Other than that, I can't really complain, your drawing was pretty good and just keep practicing.
