Probably all the stories that are always on TV and in the newspapers and all that. People don't want to take the risk, and they think that it is much more risky than it really is (presumably).

Normally, that's where the hair grows I think.
The upper half of the arm is where there normally isn't any hair growing. (there are a few exceptions such as Robbin Williams).
That being said, I don't see what's the big deal about JmBd's arm ... it's just a bit skinny, that's all.
