Movies like the ones on Newgrounds are made with Macromedia Flash. Check out the links here that have to do with getting Flash and learning it.

Once you have flash mx/flash 5, you can learn the rest at NG BBS or FlashKit

If you want to make games, you need to know a programming language that's inside flash called Actionscript
