He might be concerned that sprite sheets are illegal, which they are, but they're not a bannable topic on Newgrounds.
As far as getting decent Sasuke sprites, check HERE. They've got good quality [but slightly limited in numbers] sprites of all the main Naruto characters. I'll attach an example image to this post, so you can get a feel for how they look.
