in the portal, you can blow the whistle on anyone who sends in stolen, malicious, or inappropriate flash. blow the whistle on them and get a different colour whistle (not every time you blow it though)

At every UNDER JUDGEMENT portal entry there are 3 different whistle buttons. You must be logged in to press them, and blow the whistle. The categories are stolen, macilous and unsuitable.

You know if something is stolen if you have seen another athor upload the same thing, on another web page, etc. You get the idea.
