You will only get points for blowing your whistle if you have correctly blown your whistle on a review that breaches the NG rules. If you have done so, then you just have to wait until an admin checks out the review and deletes it. Obviously you need a certain amount of points to reach a level, but the exact amount is unknown.
Yes, you can blam and save after you've deposited your exp. points. If you couldn't do that, how would people get large amounts of b/p points?
