you cant just blow your whistle to everything, check out a review in the general section about some sites where there are some abusive reviews, that might help raise your level

You'll have to wait for admin to get around to checking them. Until then your whistle level won't change. Try this link courtesy of Rage VI and Newgrundling. They've made it pretty easy for you to score some points.

I do understand that there's a ton of stuff going on on the NG home front. Tack in the fact that it's better to know for sure before banning someone and their work outright, but IMO it would have been a better step to clear the books before implementing something (whistle levels) that was bound to innundate you with even more things to look over.

I wouldn't really say that it's important at all. It's just something that was implmented to encourage people to blow their whistles more on submissions that breach the NG rules. Your whistle level does not factor in your voting power or anything else.
People want to upgrade their whistles because they just desire a shiny gold whistle or a silver whistle rather than a dull normal whistle.
