Yes, very decent for mspaint, indeed. The gradient work in the background is especially stunning for such a simple program.
But two small note on your Japanese: you might want to pronounce the kanji for North as 'kita,' and then voice the initial mora of the second word to produce 'gaze.' While 'hoku' is a reading for the kanji, it just feels more like a native speaker to use the reading 'kita' in this compound word, and vocalizing the second word just also feels more natural. That would leave you with 'kitagaze' which is a nicer word phonetically because it alternates from velar to frontal consonants.
But yes, very nice paint work, especially if your time recording is accurate.
