first, check te old ones if the "answer" you're looking for can be found there. If you want to start a discussion, check the older threads if they are about te exact same things. Also, try to judge the serious-level of the old threads. If they're more or less filled up with crap, i'd say leave it be.
It also very much depends on how many times the topic in question have been made. In some cases a new topic with a twist to it is to prefer, if it's been made before.

Hold up there. When I bumped a topic excessively on my old account all Maus did was lock the topic and not ban. I then actually sent her a PM requesting the topic be unlocked, and me banned. Sad isn't it?
