Which is better frame-by-frame or shape tween to make things move and if it is shape tween go into Depth about shape hints beacause im a little confused

shape hints are an abomination.. they take more time to setup than to actually use effectively. My rule is if it doesnt work out with shape tweening when you try it then just take the time to frame by frame it and get the desired result the way you wanted it.

Probly stick figures fighting but i want smooth animation i have have seen flash with stick figure that was made with shape tweening and shape hints it ran smooth

Not to sound like a noob beacause i pobly know the answer to this but FBF is redrawing the animation each frame using onion skinning right?
