You'd be better off following the Game FAQs threads, but a few basics couldn't hurt.
1. Try the Campaign. Its early missions are tutorial stuff.
2. Don't bother buying maps, save your money and as you progress through the campaign you will get the option to get more COs to use in the War Room. You can always buy more maps later.
3. If you can find it, play the original one, which has much more complete tutoring.
4. Zookers! Zookers! Zookers! (Translation: Mechanized infantry are the most cost efficient of the units, unless you come under attack by vehicles. If you attack THEM, however...)
5. Practice, and watch what the game tells you about a fight before you commit to it.
6. Last but not least, the R button is your friend. Tap it on land, units, whatever...

As already suggested, Gamefaqs works, as there are many guides that are easy to follow. As for the cannons, don't worry too much about them, as it's easier to avoid the range of fire rather than try to destroy them. If you can name a specific mission I could help you more, or you can simply check gamefaqs.
