I don't know about the best year, but 2004 is definitely goes as one of the greatest. Half-Life 2, GTA:SA, World Of Warcraft, Sonic Heroes, Manhunt, NFS: Underground 2, CS: Source, Halo 2... And that's the only ones I remembered.

That's not true.
What i'm nostalgic for =/= good.
From what I've heard online, it would be either 1998 or 2004 due to how much of an impact the games released during those years were.
