You need to be scouted. If you’re not scouted, your posts shows in “undiscovered artists” section. If somebody who have scouted think that your works (not less than 4) are good, he can scout you, so you’ll be able to post in portal. But if you start to do bad works moderators can unscout you again. Also if that man who got you scouted was unscouted, you loose ability to scout someone else, but you’ll steel be able to publish things in art portal

also, if you get unscouted, you'll be put on a cooldown before you can get scouted again for spám control reasons.
