Sup, phone user here, the app that I recommend or that at least use the most is IbispaintX tho I also rarely do pixel art in Pixiliart.
What I do is start with a traditional sketch, that later I would use as a base for a digital one then pass it clean in different layers.

I've gone through a good deal of programs, to be completely honest it doesn't make a huge difference which of these you use, because no program is going to be a replacement for artistic skill. Having said that, I started out with medibang paint, moved to procreate, and am currently using clip studio paint.
i use wacom one as my hardware, and for my software i use CSP and mspaint when i feel like doodling. also i recognize that site, i think i used it to edit some kirby memes. don't have access to them anymore tho.

I'm currently using Clip Studio Paint.

I moved from mobile Medibang Paint back to Ibis, and that's the only program I use for now xd
And if I need to do some lil animation effects, I usually use some websites based on editing and making gifs, animations and such.
I'm a lazy guy, lol

The program I use is krita, and I use a cheap lil huion drawing tablet I got in 2020 for 45 bucks. its worn out as all hell, but works like a charm
