Getting unscouted doesn't mean getting banned, you can access the portal no matter if you're scouted or not.
Not sure about the "scouting other people" though, I guess that's the thing only moderators can check.
There's a bug currently and you got in it, nothing you did wrong just poopy timing. You should be able to be scouted again.
