think about some of your favorite song lyrics and make a drawing based off of them
If you’d like to draw more spoopy stuff like I’ve seen in some of your pics, why not hang out with fellow horror and surreal artists and come up with ideas from your discussions?
@KDT and @GJMARS are some good friends of mine who do surreal stuff quite a bit. Fair warning that both of them do cross into a horror/lewd combo from time to time, so if you’re under 18 you might want to have the M-rated art filtered out.
Bigger names might be some inspiration as well. Game developer @ Kultisti, who does all their own sprites and uses a minimalist pixel style, has a lot of spooky and weird concepts that became games that are close to my heart. Artist @ VonKreepula can capture a creepy-cute look combined with retro horror movie poster aesthetics, if you like that that type of thing.
There are also a few horror-related clubs and Art Forum threads if you can find them.
Hopefully looking around can generate some ideas!

When my brain has creativity/ideas - downtime, but my fingers need that daily practice I just google random things (also happens during inktober challenge a lot) or open screen-caps from films/games and doodle those. For example currently past 2 months my morning starts with doodling characters from my favorite film franchise,
.. and sometimes I just use random word generators.
So tell me what things you like and I can find few ideas... or generate you one. Tehee.

Look up one of those Randomizers that pick out two Pokémon and combine the two into a single Pokémon.

Music usually helps me get an idea if I want to draw certain characters, scenes, etc. Maybe even try watching a movie or watch someone else draw. Sometimes when I'm experiencing art block or feel like I can't draw, those help me thinking I want to do the same and I end up back at my desk.

here is the list of ideas that I liked and that I am going to do:
