The environment should be a mix of all of those, like there are different districts scattered among the city and each "district" is a different environment.

Ive actually imagined this concept before as well. I always imagined it being a sort of psychotic metropolis, kinda with its own thing going on. It also glows yellow and orange because Newgrounds is yellow and orange!
I really like the idea of it being set in a weird 90s ENA world though, that actually sounds much more interesting :P

Do you mean a game or an actual like, city? If we want a game that might take some time, but it will probably work. If we want a real city, you should look into the Reddit Island incident. We definitely shouldn't do what they did. We need to look back on what they did wrong and build off of that.

I've always thought of Newgrounds being a big ass city that also has portals to other sections, but i think the main part would look suburban with a dark blue and yellow color scheme or something like that. The street names would be dumb shit like "Ultra Nut St." lmao. Languages would basically be any, that and the Piconjo language.
