In my opinion Flash CS6 is the best version of Flash/Animate so far.
Your conclusions about Flash MX 2004 and an undefined version of Animate appear to be extremely superficial.
If you approach Flash CS6 with the same attitude, I believe that you will arrive at the same conclusions.
Also you should keep in mind that MX 2004 is very dated 15-year old piece of software. The latest Macromedia release, Flash 8, is much better, but also very dated and has some significant bugs.
CS6 has the best balance of features, performance and stability.
The worst in this regard are Flash CS4 and Animate CC 2018. Users should avoid these two versions, whenever they can.
