It depends a bit on what type of 2d animation you're interested in. Frame by frame traditional, or cut-out characters with automatic tweening? Or both?
I would try OpenToonz. Very powerful, and used in actual feature-length animation production. Great vector drawing tools as well as bitmap drawing tools. Effects, compositor, and pretty much on the same level as Toonboom - but free and open source.
But consequently also a bit complex initially - if you've never animated before.

Krita is excellent digital painting software, and also sports an animation timeline. Not very feature-rich as far as animation goes, but still a lot of fun. The painting and drawing tools make up for it somewhat. Good combination with OpenToonz.

Synfig is getting better nowadays, and includes bones-based animation for cut-out characters.

Pencil2D is a simple animation app, and well-suited for beginners.

(Very) old versions of Flash can be downloaded and installed, but no longer work properly in the newest operating systems. And you'd be still be using it illegally.
I would just download OpenToonz, look for tutorials on YouTube, and you get some very powerful animation software indeed for free.
