The current temperature is around 12 degrees Celsius. This is considered as cold temperature here. I believe the stratosphere will influence the North Hemisphere weather.
Here is the 10hPa forecast (middle stratosphere) from the ECMWF model at 240 hours. One can notice that the polar vortex is split into two pieces with a high pressure area over the North Pole. Mean wind north of 60N is predicted to decelerate to -8.4m/s (easterly as opposed to usual westerly direction), so a sudden stratospheric warming event is predicted to take place.
However, given the westerly QBO, I don't think the stratospheric signal will penetrate all the way to the troposphere in the next two weeks. AO and NAO will not deviate too far from neutral. Very cold air will become locked over Siberia under a piece of troposheric vortex. In any event, no cross-polar flow is anticipated during the next two or three weeks or so. That's why I believe it will be at most seasonable for the East Coast.
Given the magnitude of stratospheric warming across Europe and the dominant stratospheric vortex across Siberia, it is very reasonable to expect some of the cold air from Siberia will spread westward to Europe in the long run.
Zonal flow between polar vortex and mid-latitude westerlies will bring above normal temperature to East Asia.

Not much going on here. Just mild easterly winds from the ocean. Temp is way above normal now. And if you are wondering why I am looking at places far from my location, one cannot make an accurate long term forecast for a place without considering the whole North Hemisphere.

This is the one to two week outlook from the CPC. Pretty close to my thinking. Let's see if this is going to verify.

During the past 3 weeks, coldest anomalies were found in eastern and northernmost Siberia and Alaska.
Eastern Asia and the US had been milder than average. Europe was seasonable.
During the past week, very cold air from Siberia to the Arctic Ocean spread southwestward toward northern Europe, resulting in very significant cold anomalies there.
Increased ridging over the Arctic also forced cold air into Canada and parts of northern US, although average temperature as a whole is still near normal for continental US. (AO index did not drop below -2 during the period)
