Apparently she was allowed to take place in a by-election last weekend, and she actually won. Does this mean that the government is confident she poses no threat to them or that it is actually progressing toward democracy?

She'd never be a puppet. I'd view her position more as a powerless figurehead. Merely making the government look good while it keeps on doing what it has been doing.
