medals are only approved by newgrounds staff for good games,you request medals and if the game is good they make medals, but the script used to make tgf games is defrent than actionscript so no you can't make newgrounds medals
i think you can make in-game medals [maybe you can make some by saves {save tutorial in the tgf website}]
